Another Victim of the Knockout Game?

Another person may have fallen victim to the Knockout Game. The Knockout Game is unprovoked attacks on innocent bystanders where the assailant(s) attempts to knockout the victim with one punch, and may follow up with continued blows until the victim is unconscious.  This has been an ongoing problem in St. Louis for the better part of a year. The attacks have centered around Tower Grove Park an often target bicyclists. No one knows for sure if this most recent event was the “Knockout Game”  but all signs point to yes.

I posted about this on the TG South Facebook page earlier today and Christian wanted me to share this here as well, so here goes:

So apparently we may have had yet another victim of a knockout game here recently when a friend of mine, Pete Kruchowski, was attacked and beaten near Arsenal and Gustine late Tuesday night on his way home from Mangia Italiano on S. Grand. He was found unconscious, on the ground next to his bike, and suffered a brain injury, broken ribs, broken clavicle, etc. They also discovered two fractures in his skull and the doctors said that they don’t believe his injuries are consistent with those of being hit by a car, which really only points to one other cause: aggravated assault. So someone must have seen him riding (or perhaps he was stopped) and coldcocked him right off the bike.

He is recovering at SLU hospital and as far as we know there were no witnesses, and as of yet he has no memory of what happened. I was actually surprised that (so far) there has been no story about this on STLtoday.com since they’ve been covering the “knockout game” news pretty thoroughly lately. I have left a message with the police captain who was investigating these crimes, Jerry Leyshock, but he is out of the office until Tuesday, so I hope to hear back from him then. I just want to make sure he is aware of this attack and looks into it as possibly being related to these other incidents.

St. Louis’ Proposed Bike Parking Ordinance

UPDATE 1/19/2012:

I received an update from Patrick Brown of the Mayor’s Office. The Bike Parking Ordinance has been added to the Board of Alderman’s Meeting Agenda for tomorrow Friday January 20,2012. From here it will be introduced and assigned to committee for discussion. After Monday’s story on KMOV about the proposed Bicycle Parking Ordinance in the City of St. Louis social media outlets bustled with talk about where one could read the document.  I am sure cyclists, opponents, and developers are all wanting to see what the ordinance entails.  First, it should be known this ordinance was born out the the Mayor’s Vanguard Cabinet’s Planning Land Use & Zoning Committee and championed by Dan Burghoff and Matt Green, & Michael Keimig. Without these gentleman the ordinance would not exist.  Second, this ordinance has been developed over the last 2 years with help from the Mayor’s Office, The City of St. Louis Planning & Urban Design Agency, local developers, cyclists, urban planners, the Streets Department, and a slough of other people.  Lastly a great BIG thank you to 24th Ward Alderman Scott Ogilvie for taking it upon himself to see this ordinance through. Alderman Ogilvie was also kind enough to send me a copy of the Planning Department Staff Summary of the the bill.

SLU Proposing to Eliminate Public Policy Department

Keep in mind it is DRAFT proposal for review by “The Administration, Faculty and Staff, The College of Education and Public Service, Saint Louis University.”  Nevertheless if these proposals come to fruition it will be very saddening and disheartening as I graduated from Saint Louis University’s Department of Public Policy with a Master of Arts in Urban Affairs.

Upset About Our New “Refuse Fee?”

Here is some basic information on the City’s new “refuse fee.”
(Note: I will be writing a more detailed post about this topic in the near future.)

What?

Board Bill #99,  Ordinance Relating to solid waste fees
St. Louis City Ordinance 68698 <—Read the ordinance here.
$11 per month, per dwelling unit refuse fee, applied to your Water Bill.
(Note: The fist bill has a typo, it says the number of months billed is “3″ when it should be “4″)

Alderman Steven Conway, Ward 8 (SPONSOR)
Alderman Jennifer Florida, Ward 15 (SPONSOR)
Citizens Service Bureau (CSB) – Responsible for Refuse-related questions on your Water Bill
*Contact the CSB to request an “Opt Out” form, to opt out of the new refuse plan.
St. Louis Streets Department -  Responsible for placing the dumpsters in your alley

Why?

So why are we expected to pay this new fee, if we are not receiving the services promised?  According to Ald. Conway (the bill Sponsor), when I spoke with him Monday night,  it’s because his colleagues (our aldermen) haven’t agreed to recycling in our wards yet.  I call “shenanigans.”  After a Recycling Press Conference held 11/10/10 at City Hall,  the Post Dispatch was able to coax out some additional excuses reasons from our elected officials.  I call “shenanigans” again.  The reality is the Board of Alderman didn’t conduct their due diligence and develop a plan prior to implementation.  So now you have a bunch of people paying for the promised service of recycling but only receiving trash pick up.  The is is much more complicate that this, but I will address that in a different post.

If you want to know when you ward is getting recycling or why you are paying this new fee but aren’t receiving the new recycling services, I suggest you contact your alderman, the President of the Board of Alderman, Lewis Reed, the Director of the Streets Department, Todd Waeltermann (he’s responsible for placing the dumpsters), and the Citizen’s Service Bureau (314-622-4800).

November 2nd Election Briefing Sheets

We are just over a month away from our next election.  On the ballot are three amendments and two new propositions:

  • Amendment 1 – Elected County Assessors
  • Amendment 2 – Disabled POW Tax Exemption
  • Amendment 3  – Real Estate Sales Taxes
  • Prop A – St. Louis & Kansas City Earnings Tax
  • Prop B – Dog Breeding Regulations

State Representative Jeanette Mott Oxford (59th District) made available a ballot issues briefing guide put together by Marc Powers, Director of Communications and Policy, Missouri Democratic Caucus. The briefing sheets detail each issue, including a short history and arguments both supporting and opposing the proposed legislation.  In an effort to get the info out so people can make educated decisions at the polls, I posted the briefing sheets here.

Last night I went to a going away party for my friend Virginia.  It was a smashing good time with excellent food.  There was even a goodbye song sung to her by her parents and close friends.   Anyway, at the table where I was sitting there was a candle that created very cool shadows.  My friend Megan snapped a photo of me and it turned out to be pretty neat.  I figured I’s share.

City Affair: “Reconnecting the City and River”

Tonight City Affair, the monthly urban topic forum, will host “Reconnecting City and River.“  Members of the City To River group will serve as panelist for the forum.

City to River is…

… an all-volunteer citizens group, has a mission to advocate for improved connections between the communities of the central riverfront and the Mississippi River. The riverfront, with the Arch at the center, is a gem of a park that deserves a beautiful setting within the center of a vibrant, thriving, connected community. Unfortunately it is currently framed with parking garages, a lifeless streetscape, blank building facades, and Interstate 70. City to River wants to change that.

The forum will be moderated by Randy Vines of STL-Style.  The event starts at 7:30, but I recommend getting their early to grab a drink and network.

St. Louis Budget Hearing Meetings 3/24 & 3/25

The St. Louis Board of Alderman will be hosting two meetings this week regarding the the City’s budget shortfall and how to address it.  They want your input.  What programs to cut, what’s to stay where to trim the fat.  It may not amount to anything, but residents voices need to heard. The first meeting is tonight at 7pm Saint Stephen Protomartyr Catholic Church (3929 Wilmington Avenue). The second meeting is tomorrow night, 7pm at Mt. Zion Missionary Baptist Church (1444 South Compton). Neither one of these “public engagement” meetings have been very well advertised.  Please spread the word.

***Just a reminder prosposals to eliminate or significantly reduce funding for  Neighborhood Stabilization Officers (NSOs), The Drug Courts, Building Inspectors Affordable Housing Commission, Trash service reductions, and more on “On the Table”.  Additionally, there is a proposal to sell 1300 LRA properties to Paul McKee.
